Rev. Dr. Alfred John Bailey II
Senior Pastor
New Horizons Baptist Church
Dr. Alfred J. Bailey was called as Senior Pastor of New Horizons Baptist Church on May 1, 2026.
Before arriving at New Horizons, Dr. Bailey served as Minister of Mission and Outreach | New Psalmist Baptist Church, Baltimore, Maryland, where he led transformative efforts to advance local, national, and global mission. His work centers on creating meaningful opportunities for service and empowerment, guided by a vision of equity and sustainable impact.
At New Psalmist Baptist Church, he coordinated Sunday worship services, ensuring the church’s operations run smoothly (technology, announcements, choir, etc.).
He also created strategic plans and oversaw project management for ministry departments. He is open to various leadership approaches within the Church.
Dr. Bailey also served as New Psalmist’s faith representative with community organizations, the business community, local, state, and national government leaders. Dr. Bailey led the church leadership School in instructing aspiring leaders on how to empower, develop, and grow ministry teams. Dr. Bailey believes that if you grow the people, the Church will grow.
Education & Passion
Dr. Bailey earned a Bachelor of Arts in Political Science from Morgan State University, a Master of Divinity from Howard University, and a Doctor of Ministry in Global Leadership from the Samuel DeWitt Proctor School of Theology at Virginia Union University. Part of that doctoral assignment was to spend time in Nova Scotia in 2017 to examine leadership capacity and ministry development. He is deeply committed to cultivating leaders across diverse sectors through spiritual development and leadership capacity building.
Rev. Dr. Bailey is a visionary who is able to picture the result and work to achieve the desired final product.
Local Impact
Dr. Bailey oversaw initiatives that address the root causes of poverty through comprehensive programming for community members, older adults, regional schools, and the congregation.These efforts included partnerships with educational institutions and nonprofits to expand access to digital literacy, remote work readiness, and career advancement resources. He also served on various boards contributing to regional strategies for equity and empowerment (the Board of Directors for the United Way of Central Maryland and the Transforming Lives Community Development Corporation).
National Engagement
Dr. Bailey builds strategic partnerships with organizations such as St. Jude Children’s Research Hospital to support children battling cancer, sickle cell disease, and other cancer-related-illnesses.
Global Leadership
Internationally, Dr. Bailey leads humanitarian efforts focused on sustainable development and leadership capacity building. He was instrumental in securing New Psalmist’s accreditation with the United Nations Environment Program, enabling the church to advocate for disenfranchised communities on a global scale.This accreditation opened doors for collaboration with UNICEF and the Alliance of Religions and Conservation, where Dr. Bailey led a global mapping initiative identifying Water, Sanitation, and Hygiene (WASH) projects in over 50 countries. Currently, he partners with World Vision to provide child sponsorship for more than 700 children in Zambia.
Grounded in prayer, Dr. Bailey remains steadfast in his mission to help God’s people grow in faith, purpose, and impact. He is married to Tracey C. Bailey, and together they share two sons, Khari Jerod McFadden and Christian Emanuel Bailey, along with four beloved grandchildren.

Rev. Grace Skeir

Rev. Grace Skeir served as Associate Pastor at New Horizons Baptist Church from 2020 to 2025 and has faithfully supported the ministry for more than forty years through her involvement on various boards and committees. She has a deep passion for encouraging others—particularly young people—to discover their identity in Christ and to walk confidently in their God-given purpose and destiny. Her heartfelt prayer is that all would come to understand the depth, height, length, and width of God’s love (Ephesians), and be inspired to share that love with others.
After a distinguished thirty-year career in banking, Licentiate Skeir earned a Bachelor of Theology degree from Acadia Divinity College, where she later served on the Board of Trustees. Throughout her professional career, she demonstrated a strong commitment to the well-being and future of youth, contributing to corporate boards and committees where she advocated for and helped secure funding for African Nova Scotian community organizations such as the Community Y. She was also a founding member of RBC’s Employment Equity Program in 1989, an initiative that advanced the intentional recruitment of visible minorities.
During her two years of Mentored Ministry, under Dr. Rhonda Y. Britton, the Senior Pastor of New Horizons Baptist Church, Minister Grace was entrusted with leading the church’s name change initiative. Although the process was lengthy, it proved to be a deeply rewarding experience, resulting in a meaningful and significant strengthening of the church’s relationship with its Mi’kmaq neighbours.
Prior to her ordination, Minister Skeir also developed and led the Changing Lives, Changing Minds in-school and after-school mentoring and tutoring program. By engaging retired school teachers, this initiative provided valuable support to three local elementary schools over a span of nearly seven years.
Rev. Skeir has also brought renewed energy to the Horizons Youth Ministry and established a vibrant seniors group committed to active outreach.
Currently, Rev. Skeir continues to serve New Horizons Baptist Church by overseeing its Refugee Sponsorship Program in partnership with CBAC, teaching New Believers classes, and supporting the church’s outreach ministry to Northwood. In addition, she contributes to the wider ministry community through her involvement with the AUBA as a member of the Ministerial Team and serves on the Examining Council of the Canadian Baptists of Atlantic Canada.
